When the harness is adjusted properly, the two d-rings should just touch when the martingale loop is pulled tight. When the martingale loop is relaxed the harness will sit slightly loose around your dog's shoulders. This does not indicate that the harness is too big. It is designed to fit loosely when the loop is relaxed in order to prevent excessive pressure around the shoulders when the loop is pulled tight.
